In Guild Wars, how do you get the quest "A Good Deed."?

I'm trying to do the WiK stuff, and I'm at the part with the Ebon Vanguard. The first thing I have to do is the quest "A Good Deed.". I tried talking to Thackery outside of eotn and he doesn't have a quest for me. I sat through all the dialouge with him and Gwen and never did the Winters Day Cheer quest. How do I get him to give me the quest?
